The voucher sent to us was not valid for the Top of the Rock experience so we had to buy the correct tickets. The tickets we had been sent were for the The Rockerfeller tour. The staff at the Rockerfeller centre tried to help out but advised us that we were not the only ones who had fallen foul of this ticket sale.
My advice to other would be not to use Virgin Experience for this.
